Kudzai Mtero
Kudzai Mtero
Managing Director

Kudzai Mtero is Oasis Development Services (ODS)’s Managing Director. He is an international development expert with 9 years of experience in the African development sector. He has extensive business development, programme & project management experience and Monitoring & Evaluation in the private and NGO sectors in Southern Africa. In his past work as a Projects & Business Development Manager at Adam Smith International (ASI) development consultants, Kudzai managed Mozambican and Tanzanian projects in the company’s DFID funded Vuna programme that supported smallholder farmers in east and southern Africa to adapt to climate change.

During his tenure at WYG International, Kudzai was involved in the implementation of the SA-EU Strategic Partnership: The Dialogue Facility Project. He also coordinated WYG’s successful bid for the £6 million DFID funded Sustainable Agriculture Intensification Research and Learning in Africa (SAIRLA), implemented in 6 countries in Sub-Saharan Africa. Kudzai has also previously worked for the GIZ, local NGOs and was a consultant for The Food and Agricultural Network Research Policy Advocacy Network (FANRPAN).

Kudzai has experience working in Zimbabwe, South Africa, Mozambique, Tanzania, Swaziland, Malawi, Zambia, Lesotho, Uganda, Germany and the United Kingdom. He is a holder of an MA in Public Policy & Good Governance from Germany (University of Duisburg Essen), an MA in Community Development from South Africa (University of KwaZulu Natal), an Honours degree in Policy and Development Studies and a Bachelor of Social Sciences from the University of KwaZulu Natal in South Africa. He has a project management qualification from Varsity College in South Africa.


Alistair Fray
Alistair Fray
Head of Economic Development

Alistair Fray is an international development expert who brings with him over 30 years of professional work experience in education and skills development, strategic planning, project planning & management, ministerial advice and in facilitating a wide range of development activities. He also has more than 13 years of experience in the field of National Government policy development which includes the development of the South African Government’s National Local Economic Development Policy which guided municipalities on how to implement LED plans and initiatives. These activities saw him intimately involved in managing complex government initiatives including the process of supporting the development of Growth & Development Strategies for Provincial Governments. As a Technical Governance Advisor at GIZ (the German Government’s technical support institution), he identified and facilitated the support of several innovative models for improved service delivery and ensured that the practices were implemented in 23 government institutions.

Throughout his career, he provided management and technical assistance for the execution of major projects, including managing the National Government’s R470 Million Local Economic Development Fund, supporting the EU funded Economic Development Support Programme in the provinces of the Eastern Cape, Kwazulu-Natal and Limpopo (which was funded to the tune of €105 million).

Whilst the earlier part of his career was concerned with education and capacity building (in the Education, & Computer fields), more recently the focus of his work has been in the fields of development management, facilitating service delivery improvement, local economic development, Municipal Process Redesign, Strategic Planning and Monitoring and Evaluation planning and SMME development.

Alistair holds a Master’s Degree in Management (Public and Development Management) in conjunction with a National Diploma in Education and various other certificates in organisational and SME development.


Ezra Chitando
Professor Ezra Chitando
Head of Research

Ezra Chitando is an internationally renowned Professor of Religious History and Phenomenology at the Department of Religious Studies, Classics and Philosophy, University of Zimbabwe, Harare. He is the holder of a BA Honors, MA and Dr. Phil in Religious Studies

In addition to his academic work, Prof. Chitando also works as a theological adviser on HIV / AIDS for the World Council of Churches. Chitando is a visiting scholar at the Universities of Edinburgh, New York, Uppsala and Bayreuth. Prof. Chitando's scientific work is diverse. He deals with religious aspects of security, politics, climate change and HIV / AIDS, but over the last few years he has repeatedly encountered the interplay of religion and gender roles.

Prof. Chitando has extensive consulting experience in development sector. He has successfully designed and implemented consulting projects for many international organisations and agencies including the Swedish International Development Agency (SIDA), Save the Children, ACT Alliance and Christian Aid (Nigeria).


Precious Ngoma
Precious Ngoma
Head of Sustainable Development

Precious Ngoma is a development practitioner with 15 years’ experience in economic strengthening and in the area of sustainable and resilient livelihoods for the poor. She is well versed in designing and implementing income generating projects for communities, youth groups, women’s groups, small holder farmers and SMEs. Precious’ work with the aforementioned groups has included providing technical advice on their income generating activities, conducting market research, market linkages and assisting with access to finance.

Ms Precious Ngoma has previously been the Focal Person for CARE International’s International Savings and Lending (ISAL) project which provided basic financial services to the poor in Zimbabwe. She was also an Economic Strengthening Officer at Chiedza Child Care Centre where she collaborated with PLAN International and Farm Community Trust of Zimbabwe. She has a Diploma in Sustainable Community Development and Humanitarian Project Management, a Diploma in HIV/AIDS Programming and a Diploma in Religious Studies.


Tafadzwa
Tafadzwa Mapuranga

Tafadzwa Mapuranga is a lawyer with the law firm of Chihambakwe Mutizwa and Partners in Harare. He has been a lawyer since January 2013. He practices mainly corporate and commercial law with the firm. He has good business acumen and he regularly advises enterprises on the legal aspects of business. He is among the leading lawyers on the competition laws of Zimbabwe, with extensive experience in competition/anti-trust litigation.

He also has a thriving tax law practice and he is developing his intellectual property law portfolio. Tafadzwa’s experience in the field of law helps with his knowledge of business and commerce and adds value to Oasis Development Services (ODS)’s work.

Isabel Tsakisani Ingwani

Isabel Tsakisani Ingwani is ODS’ Financial Manager. She has financial management oversight over the company’s programmes and projects as well as within its day to day operations. With a Master of Commerce in Applied Accounting (Great Zimbabwe University), a Bachelor of Commerce Honours in Accounting (Midlands State University) and experience gained from the private and public sectors, Isabel adds value to the company with her knowledge in setting up financial management systems, accounting, financial reporting and auditing.


Alistair Fray
Tecla Maguchu

Tecla Maguchu is the Office Administrator of ODS. She plays an integral role in the customer service and supporting the organizational functions of ODS. Tecla has impeccable verbal and written communication skills, a strong ability to multi-task and has good client relationship management skills. She is responsible for providing administrative support to ODS and works alongside the ODS Financial Manager.

Tecla coordinates and oversees office related activities and ensures adherence to company procedures and policies. She is studying towards a Degree in Rural Development at the Great Zimbabwe University. She holds Ordinary and Advanced Level Certificates from Dewure High School. Tecla has gained relevant experience working at the Goromonzi District Administrators Office where she was responsible for organising state visits, monitoring local authorities and community projects as well as involved in conflict resolution among other duties
